The selectee of this position serves as a Supervisory Human Resources Specialist and as the Assistant Chief over Payroll Management, Compensation, and Employee Benefits. This position is located in the HR Division of the U.S. Marshals in Arlington, VA.
The incumbent serves as the Assistant Chief over Payroll Management, Compensation and Employee Benefits. Serve as a supervisor for HR Staff by planning work, evaluating performance, and providing developmental and training opportunities.
Duties
As a Supervisory Human Resources Specialist (Compensation and Employee Benefits) at the GS-0201-14 grade level, some of your typical work assignments may include, but are not limited to, the following:
Provide oversight on USMS payroll, compensation, retirement, and employee benefits programs.
Appraise the assigned programs to identify business process for reengineering.
Supervise a range of HR staff to include payroll, compensation, and employee benefits employees.
Plan work to be accomplished by subordinates, evaluated performance of subordinates, and provide advice and guidance to subordinates.
Identify developmental and training needs for subordinates and arrange plans to meets these needs.
Represent the agency at meetings and briefing related to compensation and employee benefits.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- May be required to successfully complete a trial/probationary period.
- May be required to successfully complete a supervisory probation period.
- Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level to which you apply.
To qualify at the GS-14 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:
Leading or managing a full range of compensation, pay administration, and benefits services for an organization;
Ensuring compliance with regulatory laws, policies and procedures as it relates to pay administration, compensation, and benefits;
Providing advice and guidance to staff and management on various pay matters including, but not limited to setting pay, premium pay, maximum earnings limitations, and retroactive pay;
Providing advice and oversight for HR Benefits principles, concepts, practices, methods and techniques for benefits and retirement programs, such as health and life insurance, dental and vision insurance, retirement saving systems, flexible spending accounts, or long term care insurance; and
Researching and/or analyzing data from various sources to respond to inquiries relating to compensation, pay administration, and benefits.
