You will serve as a SHIPBUILDING SPECIALIST in the Waterfront Operations Department (Code 300), Carrier Class Team (Code 350) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will review and evaluate contractors condition reports and recommendations for additional work and provide rationale for approval or disapproval. You will develop, review, and negotiate modifications to original specifications and new work specifications for work to be accomplished by the contractor. You will provide detailed cost estimates including labor, material, and time. You will ensure work performed by the contractor to be in compliance to applicable plans, specifications, and all contractual requirements. You will accomplish ship inspections of the tasking items and distinguish the interrelationship of systems and parts of systems to determine the feasibility of combining items into single contract specifications. You will maintain material control and investigate availability of material, source of supply, or manufacturers and possibilities of substitutions. You will ensure all facets of work performed meet government quality standards. You will prepare detailed written reports.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires that the selectee be willing and able to climb ladders and scaffolding.
  • This position requires that the selectee be willing and able to go into small/confined spaces.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying shipbuilding methods, practices, techniques and management control systems and their application to the construction, overhaul or repair and testing of Navy or commercial surface ships or auxiliary and small craft is required. Experience developing detailed reports, recommendations, contract modifications and correspondence. Experience with quality assurance processes and procedures to ensure that government standards are adhered to. Experience reading and understanding blueprints and specifications. Experience serving as the first level of reference on revolving all matters pertaining to the manufacturing and repair processes on the ship under contract. Experience testing upon completion of work to assure that complex ship's systems are functioning to design requirements and ensures that test results are documented. Experience maintaining material control and investigating availability of material, sources of supply or manufacturers and possibilities of substitutions. Experience providing detailed cost estimates, including labor, material and time, with all required supporting data for new work and modifications to original work specifications. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying shipbuilding methods, practices, techniques and management control systems and their application to the construction, overhaul or repair and testing of Navy or commercial surface ships or auxiliary and small craft is required. Experience with quality assurance processes and procedures to ensure that government standards are adhered to. Experience reading and understanding blueprints and specifications. Experience maintaining material control and investigating availability of material, sources of supply or manufacturers and possibilities of substitutions. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
