This position serves as the Supervisor of the Talent Acquisition Team at the Oklahoma City VA Health Care System and serves as the Facility's lead point of contact for recruitment actions on behalf of hiring officials.
Duties
Major duties include but not limited to:
Oversees completion of recruitment actions and onboarding activities as directed by medical center hiring officials ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H).
Works with the Executive Leadership Team, Senior Strategic Business Partner, Service Chiefs, Section Chiefs or other designated hiring officials, and their designated support staff, to initiate and complete recruitment actions and develop short- and long-term facility recruitment priorities and strategies.
Serves as a subject matter expert for Above Market Rate, Above Minimum Entrance Rate, and physician, dentist and podiatrist pay decisions for applicants.
Administers and commits allocated recruitment marketing funds to facilitate the recruitment strategic activities.
Works closely with the Physician Provider Recruiter (PPR) in HR to coordinate candidate site visits/interviews and ensures an enhanced candidate experience through coordination of candidate travel, interview agendas, facility tours, local area community tours, formal contingent offers, and coordination with facility-based offices such as credentialing and privileging (C&P) and Employee Health .
Develops and implements recruitment and retention sustainment plans that are aligned with local VHA leadership and VACO goals.
Prepares facility requested recruitment and retention plans and works with HR to execute these plans to ensure the operation of an effective recruitment and retention program to increase the pool of qualified applicants and retain staff for the health system.
Maintains statistics on various aspects of recruitment and retention and incorporates this information in facility recruitment and retention reports.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of advanced concepts, principles, and practices of human resource management and polices, including Title 5, Hybrid 38 and Title 38 hiring authorities, knowledge of VHA human resources policy to advise, plan and execute VHA and local organization initiatives and priorities for facility, knowledge and skill to apply the latest developments in continuous process improvement to resolve problems for which accepted methods are not directly applicable and to review latest policy, directives and internal guidance for the improvement or sustained compliance of facility operations.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements and Work Environment:
The work is typically sedentary, with occasional walking in, around and between OKCVAHCS buildings. Work is typically performed in a variety of office settings. Limited travel (less than 5%) may be required but is not a deciding factor. Government vehicle may be assigned as resources allow but incumbent will comply with all Federal requirements for operating a Government owned vehicle
