This position is located in the Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES), Office of the Executive Director (EX), Financial Management Division (FMD). Incumbent serves as the Lead Grants Management Specialist for OES foreign assistance programs providing professional oversight and financial management of grant payments awarded to non-profit organizations and other agencies.
Duties
Provides expert advice and guidance on the management of programs funded through OES’s annual multi-million-dollar foreign assistance budget.
Assists OES program officers, OES office directors, and the OES front office in the development of goals and objectives for utilization of these funds, and advising on the
definition of policy options nationally and internationally.
Serves as a coach and facilitator in coordinating team initiatives and consensus building activities among team members
Develops procedures to ensure all documents relating to funds transfer, interagency agreements, and grants comply with Federal law and Department regulations and that recipients submit proper documentation for draws against grants.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must applying for the GS-14 must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience using analytical and evaluative methods to recommend and implement improvements to senior officials on grant agreement program processes and systems.
Experience applying laws, regulations, policies, and procedures, governing the administration of Federal grant agreements and awards when reviewing and evaluating grants and applications.
Experience performing technical quality assurance reviews of Federal grants.
There is no substitute of education for specialized experience for the GS-14 position.
