About the Position: as HR SPEC (Information Systems) located at HQ, United States Army Forces Command (FORSCOM), Fort Liberty is a culturally diverse area with rural and city populations, co-located at Fayetteville, NC centrally located in the beautiful state of North Carolina, which enjoys a temperate year-round climate and world-renowned colleges and universities. Duties
Support internal and external efforts to influence the development and implementation of the Integrated Pay and Personnel System Army (IPPS-A).
Determines functional requirements, identifies current system deficiencies, and reviews proposed system changes to ensure functional compatibility.
Provides technical support to managers and employees in operation of military personnel systems to include; IPPS-A, EDAS, ETOPMIS, DTAS, and EMILPO.
Leads IPPS-A migration strategy ensuring the command's functionality has been identified as an IPPS-A requirement.
Works with data processing technical specialists in the application of data capture, transmission, and processing technology to improve pay systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must meet all Information Security requirements for access to automated personnel systems.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which include: Human Resources and information management skills to utilize personnel and pay systems. Provide Technical support in operation of military personnel systems; and determine functional requirement and systems deficiencies and review proposed system changes ensuring functional capability. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
