This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Acquisition Specialist position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), Business Management Division, located in Aberdeen Proving Ground, MD.
Duties
Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major weapon systems.
Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned very complex systems.
Helps establish, plan for and in support of acquisition reform serve on Source Selection Evaluation Board (SSEB) to analyze proposals to ensure conformance with PM’s initial weapon systems acquisition requirements.
Respond to a wide variety of inquiries, including formal protests and congressional inquiries.
Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management (BUS-FM) within 60 months of entrance on duty.
- Business travel required up to 20% of the time.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Selectee must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1)Provide recommendations on contracting approaches for long term acquisitions of major weapons systems; 2)Maintain internal control to advise Senior Officials on matters related to the procurement and contracting process; and, 3)Utilize Acquisition Regulations such as the Federal Acquisition Regulations (FAR) to plan and manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
