You will serve as a Human Resources Specialist in the Total Force Management Program Office (N1), Human Capital Management & Workforce Development Division (N112C) of Military Sealift Command (MSC).
Duties
You will advise employees, managers, supervisors or field activities on employee development programs, laws, and regulations.
You will identify training needs of an organization to create employee development strategic plans.
You will evaluate new human resources policy for impact on existing human resources programs.
You will review local human resources instructions to ensure consistency with regulations (e.g., Federal statute, Department of Labor [DOL] regulations, court decisions, Department of Navy [DON] policy).
You will monitor a human resources program to assure compliance with regulations.
You will advise managers and staff in the development of solutions to an organization's human resources problems.
You will be liaison with external agencies (e.g., Department of Defense [DoD] or Office of Personnel Management [OPM]) to resolve issues that impact local procedures.
Requirements
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications
For the Human Resources Specialist GS-0201-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing technical advice and/or assistance to all levels of management concerning determination of training needs, sources of training, planning to meet identified needs, design, presentation of training, and/or evaluation of results;
Monitoring program indicators to identify trends or potential problems areas and devises corrective actions, as appropriate;
Coordinating with other government agencies, civilian educational institutions, and industrial firms to located and utilize resources to meet training needs;
Performing analyses to make recommendations in support of cost effective training delivery systems and methodologies in order to gain the best Return On Investment (ROI);
Utilizing program and/or budget processes in order to plan, evaluate, and advise on most effective allocation of HR development resources; and
Providing technical advice and guidance to management and other staff members on unusual, difficult, or controversial training and/or education matters.
