The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Serves as Deputy Director, Directorate of User Services in the fielding of advanced information sharing and analysis supporting the DoD Science and Technology (S and T) enterprise.
Delivers products and capabilities in alignment with DTIC's priorities.
Establishes the product Roadmap aligned to the strategic plan and DTIC priorities; and tracks user growth, usage of the suite of DTIC’s tools, and how enhancements and activities influence user activity.
Administers the DTIC Scientific and Technical Information (STINFO) Program.
Advises the Director on all programs and projects in the requirements planning, implementation, and sustainment phases.

Qualifications
Time in Grade: Status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS- 13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as leading a project or team or serving as a subject matter expert applying knowledge of online product delivery, support principles and approaches that involved process improvement, product rationalization; business requirements management; and data strategies; Experience in several of the following areas: data collection, preservation, curation/data enrichment, outreach and engagement; agile project management; earned value management; data architectures and strategies; and/or cloud capabilities.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
