This position is in the Budget Division (FSI/EX/BUD), Office of the Executive Director of the Foreign Service Institute (FSI). The FSI is responsible for providing orientation, language, and functional training to, and promoting the professional development of employees from the Department of State and other foreign affairs agencies.
Duties
Develops and oversees the process and methodology for establishing tuition rates for FSI courses, application of rates, and tracking and processing reimbursements.
Oversees activities and negotiations in financial planning and budget formulation and ensuring the application of a tuition framework is consistently applied where appropriate.
Responsible for developing financial analysis of operations and utilization of resources, advising on allocation of resources, producing financial reports to monitor expenditures and impacts of newly identified needs and changes.
Approves and oversees implementation of improved business practices and/or new approaches to improve operations.
Supervises the work of budget analysts and provides oversight for contract employees involved in FSI budget formulation work, revenue operations, accounts payable, program planning and oversight, and financial reporting.

- Must be able to obtain and maintain a Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in Congressional budget processes associated with policies, directives, procedures, and regulations, including appropriation law, Economy Act, Department and OMB policies, directives, and procedures.
Experience in analyzing, evaluating, and comparing program content, conducting cost benefit analyses of alternative budget and program actions, including tradeoffs between the budgets of various bureau programs.
Experience in the use of changing budgetary automated systems used for budget analysis, such as spreadsheets, applications, and cost models.
There is no substitute of education for specialized experience for the GS-14 position.
