The primary purpose of this position is to provide a senior protocol specialist responsible for working the most challenging protocol events, e.g., official visits ceremonies, symposiums, conferences and social events involving high-level multinational dignitaries.
Duties
Develops, coordinates, and monitors protocol plans for command section-hosted conferences and visits by distinguished U.S. and foreign military/civilian visitors.
Advises STRATCOM staff; protocol project officers, and hosts/hostesses on proper procedures for social events, conferences, visits, award ceremonies, invitations, seating, programs, name tags, place cards, etc.
Performs other protocol duties including greeting DVs at Base Operations; arranging transportation and billeting for flag/general officers; and responding to calls from flag officers including Commander, USSTRATCOM, his/her staff, and spouses.
Requirements
- Must complete initial online questionnaire and additional assessment(s).
- U.S. Citizenship Required.
- The employee must obtain and maintain a Top Secret (TS) security clearance as a condition of employment.
- Position designated by the Air Force as a position under the drug-testing program, and mandatory incumbent refrain from using illegal drugs and misuse of prescribed medication. If requested, the incumbent must submit to urinalysis testing.
- PCS will NOT be paid.
- Leave accrual may be authorized upon request.
- The employee will be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- May be required to travel by military order and/or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions,
GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) Scheduling and coordinating visits, agendas, briefings, and tours; (2) Planning, designing, arranging, and providing protocol briefings; (3) Monitoring expenditures for regulatory compliance, ethical propriety and availability of funds; (4) Composing various protocol correspondence.
OR
EDUCATION: : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position; or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) Knowledge of international, national, DoD, and agency protocol principles, culture, customs, mores, and religious tenets of most nations; (2) Knowledge of the functions of support organizations to plan and coordinate quarters, transportation, publicity, and mess support for visits by all levels of dignitaries and Distinguished Visitors; (3) Expertise in protocol to answer difficult protocol questions from both external organizations and internal sources, and modification of standard protocol methods and procedures; (4) Comprehensive knowledge of the organization, programs, mission, and functions to plan, schedule and coordinate protocol responsibilities and courtesies to be accorded to visitors from both the United States and foreign governments, and research special protocol and visiting requirements.

EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position; or LL.M., if related. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

2. Knowledge of the functions of support organizations and private organizations.
3. Skill in planning protocol events.
4. Knowledge of culture, customs, mores, and religious tenets of most nations.
5. Skill in written and oral communication.
6. Knowledge of analytical tools and resources to evaluate appropriate resources to meet the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
