This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for applying analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations.

Duties

As a INFORMATION TECHNOLOGY SPECIALIST (SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include: Works on a team of government software engineers who perform information technology duties of writing, testing, debugging, and maintaining application source code, scripts, unit and functional tests, automation scripts and suites and perform other tasks as designated and coordinated by DMDC management, other team leaders, and the incumbent. May review work produced by more junior members of the team. Performs duties of a technical lead on software development projects, assigning work to other engineers based on priorities, difficulty of assignments, and their capabilities; monitors progress on tasks; provides technical oversight, mentoring and project guidance. Plans, organizes, directs or participates in the work of software development teams. Provide technical advice, guidance, and recommendations to Information Technology (IT) subject matter expert's staff, senior executives on critical IT applications software issues requiring new approaches, establishment of precedents, and recommendations for technical solutions. Develops and delivers oral and written presentations to senior officials and various audiences. Participate in developing project plans; provides functional and/or technical guidance to team members. Authoring and presenting briefings to multiple levels of leadership. Work with cloud solutions providers to develop and maintain cloud hosted solutions. Participate in business process re-engineering for DMDC process related to software delivery, BPMN (Business Process Modeling Notation) continuous process and service improvement. Provides Subject Matter Expertise in software application compliance with DoD (NIST SP 800-53, App Sec & Dev STIG) & Industry information security/information assurance (e.g. OWASP) policies, principles, and best practices. Assists DMDC contractor application development teams and contributes to the CPI program for the DMDC software development process. Monitors software development contracts and evaluates artifacts to ensure compliance with specifications and DMDC governance processes. Experience with developing software and managing software development projects using Agile methodologies.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Writes software applications and web services in current DMDC programming languages (e.g. Java, C##/.NET). Developing in an agile software development and the DEVSECOPS (Development Security Operations) lifecycle Following industry best practices for secure coding and application development. Interpreting results from static & dynamic code scanning tools and implementing corrections to remediate detected vulnerabilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
