This position is located in the Department of Homeland Security, Office of the Chief Human Capital Officer, Springfield, Virginia.
Duties
The primary purpose of this position is s to serve as a Human Resources Specialist (Employee Benefits) responsible for total day-to-day administration of the Federal employee benefits programs and for providing a full range of technical advisory, counseling and/or processing services in the Civil Service Retirement System (CSRS), Federal Employees' Retirement System (FERS), the Federal Employees' Health Program (FEHB), the Federal Employees' Group Life Insurance Program (FEGLI), the Thrift Savings Plan (TSP), the Federal Long Term Care Insurance Program (FLTCIP), the Flexible Spending Account (FSA) and Social Security benefits in relation to retirement under the CSRS/FERS.
Duties performed:
Provides counciling to employees, managers, supervisors, and field personnel representatives on regulations, procedures, and technical provisions of both retirement systems.
Determines employee's retirement coverage, verifies creditability of service, and determines retirement eligibility.
Responsible for total administration of the Federal Employees' Group Life Insurance Program.
Conducts training and orientation programs for management and employees.
Qualifications
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.
Specialized Experience:
GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal government performing the following duties:
Recommending solutions to human resources problems related to payroll and benefits.
Using automated systems to process claims for items such as survivor benefits, life Insurance claims and/or unpaid compensation claims;
Providing guidance to employees concerning retirement and insurance programs in accordance with human resources policy and regulations; AND
Conducting research to assist in creating narrative and statistical reports about human resources issues.
GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent in difficulty and responsibility to the GS-12 grade level in the Federal government performing the following duties:
Resolving issues to complex human resources problems related to payroll and benefits;
Developing training and orientation programs for management and employees to explain health benefits, life insurance, and retirement programs;
Providing complex staff advisory services for human resources management functions, including Compensation, Employee Benefits survivor benefits and/or entitlement eligibility for group life insurance payments and continuation of health benefits; AND
Conducting comprehensive human resources studies utilizing qualitative and quantitative methods to propose solutions to program issues.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
