About the Position: Fort Liberty known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains. Fayetteville Regional Airport is located 12 miles outside of Fort Liberty's gates and Raleigh-Durham International Airport is 70 miles away.
Duties
Determine the degree to which an organization is achieving basic civilian human resources program goals and objectives.
Develop the most efficient or effective automated system approach for presenting human resource reports to management.
Analyze information extracted from various sources to develop procedural guidance for local implementation.
Develop long range plans, program operations, and projects necessary to accomplish organizational goals that cover multiple functional areas.
Prepare persuasive and concise options in an executive summary for a senior leader decision package.
Create a written action plan for implementation of new human resources policies.
Prepare executive summary reports or information papers for delivery to senior agency officials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret security clearance.
- The duties of this position require the employee to travel less than 25% of the time.
- This position may require a one-year probationary period.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes applying civilian human resources (HR) regulations, policies, and guidance of civilian HR staffing services (i.e., recruitment/placement and position classification) to respond to difficult issues involving complex projects or problems that require expert advice, authoritative policy, or procedural interpretation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Master of Business Administration and Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
