This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. This position is located in the Research Operations Division and serves as a senior strategic communications and outreach advisor and develops and manages a comprehensive Department-level strategic communication and outreach program.

Duties

As a PROGRAM MANAGER (STRATEGIC COMMUNICATION AND OUTREACH) at the GS-0340-13/14 some of your typical work assignments may include: The incumbent develops both Department-level strategic messaging and public presentation of Department media materials. Uses acquisition program management skills and expert knowledge of strategic communication and outreach as well as national security studies, business acumen and scientific methods to support the department's mission in the identification and development of chemical and biological defense science and technology for the customer. Identifies and translates customer requirements into technical objectives, evaluates alternatives for achieving objectives, and generates technical and fiscal program plans for accomplishing focused and cost-effective science, technology, engineering and mathematics (STEM) activities and comprehensive university outreach initiatives.

  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications

You may qualify at the GS 14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Expert knowledge of and extensive experience with (5+ years) comprehensive strategic communications and outreach within the Department of Defense, including a) setting clear goals and objectives, b) identifying and prioritizing key audiences, c) developing compelling messages, and d) developing complete integrated and actionable strategies to elicit optimal responses from those audiences. Knowledge of and experience with (5+ years) organization, structure, mission, policies, and responsibilities of the Department of Defense (DoD). Expert knowledge and extensive experience (5+ years) in leading and managing technical staff. Ability to direct and coordinate a wide variety of concurrent activities employing a broad range of interpersonal skills. Ability to establish and maintain effective and productive relationships with colleagues and superiors, as well as peers and leadership from other organizations. Extensive experience with (5+ years) and skills in communicating both orally and in writing to a) convey complex technical issues in a programmatic arena to audiences with diverse backgrounds, b) provide briefings to leadership, c) participate in outreach events and conduct one-on-one meetings, and d) perform quality review of and improve upon communication and outreach products. You may qualify at the GS 13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Knowledge of and experience with (3+ years) comprehensive strategic communications and outreach within the Department of Defense, including a) setting clear goals and objectives, b) identifying and prioritizing key audiences, c) developing compelling messages, and d) developing complete integrated and actionable strategies to elicit optimal responses from those audiences. Knowledge of and experience with (2+ years) organization, structure, mission, policies, and responsibilities of the Department of Defense (DoD). Knowledge and experience with (2+ years) leading and managing technical staff. Ability to direct and coordinate a wide variety of concurrent activities employing a broad range of interpersonal skills. Ability to establish and maintain effective and productive relationships with colleagues and superiors, as well as peers and leadership from other organizations. Experience with (3+ years) and skills in communicating both orally and in writing to a) convey complex technical issues in a programmatic arena to audiences with diverse backgrounds, b) provide briefings to leadership, c) participate in outreach events and conduct one-on-one meetings, and d) perform quality review of and improve upon communication and outreach products. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
