This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position. This position is covered by the NH-03 pay band with a salary range of $99,200 - $153,354.
Duties
Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major weapon systems.
Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned very complex systems.
Helps establish, plan for and in support of acquisition reform serve on Source Selection Evaluation Board (SSEB) to analyze proposals to ensure conformance with PM’s initial weapon systems acquisition requirements.
Respond to a wide variety of inquiries, including formal protests and congressional inquiries.
Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level I in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include: 1) evaluating contracts and acquisition documentation for compliance with applicable laws and regulations.; 2) analyzing acquisition strategies for best contract strategy to meet mission requirements; and 3) reviewing contract language for clarity and concerns with contract clauses.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
