About the Position: This position may be filled a TERM appointment Not To Exceed 3 years. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years. This position may not be made permanent. Please see notes under additional information.

Duties

Provide professional technical advice and assistance to hiring managers, supervisors, civilians, internal civilian personnel/administrative specials and customers in one or more Civilian Human Resources Management (CHRM) functional specialties. Serves as a senior HR advisor/principal assistance on a full range of civilian HR personnel matters/functions, strength management, civilian awards and a variety of administrative duties and responsibilities. Independently conduct research and analysis of regulations and laws relating to the area of federal civilian staffing and/or hiring. Attend meetings with or without managers and supervisors to serve as a Civilian Human Resource expert in all areas of civilian human resource requirements. Performs liaison functions HQDA, CHRA, DoD, OPM, HR Serving Centers, SOCOM Headquarters and its subordinated organizations.

Requirements

  • Must be able to obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (SCI) access.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
  • The duties of this position require the employee to travel less than 25% of the time.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
