The position is located in the Division of Information Resource Management at the Phoenix Area Indian Health Service. Serves as an Information Technology Specialist as a technical expert and consultant responsible for supporting Area Office, Tribal and service unit end-users in determining their computer system needs including installation, operation, implementation, training, and maintaining the computer systems on the local area network. Position is located in Phoenix, Arizona.
Duties
25%: Assist with information system requirements including including local and remote data storage, back-up, shadow server set-up, network requirements, wireless system security, tele- video systems and contingency plans for the Phoenix Area and Phoenix Area facilities and programs. Evaluates alternative methods of meeting those needs. Evaluates and implements new computer system technology, system security, end-user's computer system requirements and networking. Coordinates with Area Help Desk staff and prepares operating system images, drivers, and associated software for current models of end-user devices. Uses Service Now to triage Incident and Service Request tickets and take appropriate action to escalate tickets to higher level admins, or resolve issues as required.
25%: In coordination with others, assists with preparing contract specifications for computer hardware/software purchases and service agreements, identifies potential problem areas and initiates remedial actions. Identify technical requirements of end-users, tests and interpret functionality of hardware and software. Analyzes or coordinates the analysis of computer systems utilization and daily operation and provides recommendations on daily operating procedures, equipment environments, ADP security measures and preventative maintenance. In coordination with others, prepares written policies and procedures, strategic plans for personal computers, local and wide area networks and some local area network computer systems dedicated to office automation.
25%: Serves as one of the area specialist and consultant on operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Works with computer hardware/software specialist outside the area to prevent or remedy problems with personal and/or local area network computers or programs. Performs other duties as assigned.
25%: Travels to Service Units as needed to assist in training, implementation, maintenance and support of computer systems, new technology injection, software, hardware, local and wide area networks and local area network computers and programs and coordinates these activities with the local site facility managers and on-site IT staff.
Qualifications

MINIMUM QUALIFICATIONS, GS-12:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of Experience: Independently determine information system requirements including local and remote data storage, back-up, shadow server set-up, network requirements, wireless system security, tele-video systems and contingency plans for facilities and programs; Perform analysis and/or coordinates data storage requirements, determines relevant hardware, software, connectivity requirements, and information flow; Evaluates and implements new computer system technology, system security, end-user's computer system requirements and networking; prepares contract specifications for computer hardware/software purchases and service agreements; Consults and monitors technical progress of contractors; Establishes work schedule with contractors and tracks progress, developing and maintaining systems; Conducts training for facility site managers including national training on the implementation, operation, maintenance and support of computer systems, new technology, software, hardware, local and wide area networks and local area network computers and programs; Serves as the area specialist and consultant on network servers, personal computer hardware and software including local and area wide networks.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
