Duties

Analyzes proposed and actual Defense Joint Military System (DJMS) changes in terms of functionality and relationship of how these changes will impact the overall functionality of the system. Analyses problem report for their impact on the customer and provides information to management as to their prioritization. Conducts systems tests on DJMS systems and related stand—alone systems, interfaces and integrated subsystems. Provides technical assistance and guidance to other test personnel. Participates in the development of systems test criteria and conditions for a variety of system changes to DJMS-AC. Uses knowledge of the military pay systems to identify transactions, products and Master Military Pay Account (MMPA) conditions which require testing to include all aspects of the systems which may be affected by the systems change. Analyzes test products to verify their accuracy, reliability and adequacy, and the consistency of intramodule relationships. Reviews job history output and a variety of reports to ensure that controls have been maintained throughout the system. Resolves conditions/situations where processing is consistent with systems specification, but is in conflict with directives or regulations.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
