About the Position: This position is located in the Architecture, Data, and Standards Directorate (SAIS-AD) in the Data Division (SAIS-ADD), Office of the Chief Information Officer (OCIO), HQDA. Data Division is the integrator of financial, technological, knowledge management, and enterprise architecture initiatives and has overall responsibility for portfolio management, strategic planning and strategic performance planning and analysis for Army programs in the OCIO.

Duties

Independently plan, design, and carry out studies and lead projects having a time sensitive basis. Set priorities according to program guidance while maintaining a strategic perspective to identify new opportunities for developing tools to support leader decision making. Develop and apply new analytical models and techniques to assure proper management coordination, integration and execution. Recommend to senior leaders regarding the need for system capability changes and works to develop appropriate data visualizations, dashboards and scorecards. Assist in the performance measure development of information enterprise goals, objectives, initiatives, milestones and deliverables.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • One year trial/probationary period may be required.

Basic Requirement for Operations Research Analyst Degree: Bachelors degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. - Transcripts are REQUIRED. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience- One year of specialized experience which includes providing a wide range of strategy and performance management techniques to organize conflicting requirements and/or evaluate project/study data; applying analytical and evaluative methods for complex network modernization; and developing the performance metrics and methods to enable progress and quality of architecture development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: DecisivenessInfluencing/NegotiatingStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
