About the Position: This position serves as an Exceptional Family Member Program Coordinator for the Army Community Services under the Installation Management Command. This position is located in Fort Liberty, North Carolina. Fort Liberty is co-located with Fayetteville, North Carolina, a culturally diverse city.
Duties
Develop an Exceptional Family Member Program (EFMP) Command information and education program to include on and off post publicity, marketing, awareness briefs and education/training sessions.
Provide coordination with Medical Treatment Facility, Managed Care Office to assist military personnel assignment managers to determine the availability of education and health related services.
Provide home visits to access and diagnose the needs of exceptional family members.
Develop and maintain a respite care program for special needs family members.
Develop and update standing operating procedures for the installation EFMP, EFMP coordinating committee, special needs accommodation process, respite care, and systems navigation.
Develop and maintain comprehensive resource directory of military and civilian special education and health related services within a forty mile radius of the installation.
Requirements

- This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
- This position requires coverage other than normal duty hours, which may include evenings, weekends, or holidays.
- This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time away from the normal duty station.
- This position is designated as a "Key Position" in accordance with AR 690-8. This position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the agency to function effectively.

Basic Requirement
Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as psychology, sociology, behavioral health, or social work.
OR
Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) coordinating military and/or civilian special education and health related services and/or resources for family members who have physical, developmental, emotional, or intellectual impairments/disabilities; and 2) developing a variety of media platforms and educational programs to promote awareness; and 3) briefing military and/or civilian family members to help them understand the full range of programs and benefits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as psychology, sociology, behavioral health, or social work; or related discipline appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
