About the Position: This position is located in the Directorate of Family Morale Welfare & Recreation, Army Community Services Division, Fort Liberty, North Carolina.

Duties

Develop and implement a myriad of service delivery models designed to maximize Soldier, Retiree, Family, Survivor and Civilian adaptability, and promote-self-reliance, resiliency, and readiness. Establish current and long-range program plans considering the mission of the installation, troop strength, local needs, budget, staff and facilities. Prepare and control the operating budget including coordinating with managers to develop detailed estimated budget requirement. Ensure program services and delivery model standard operating procedures are developed, coordinated with other installation organizations, and revised as necessary. Serve as Command or Army Community Service representative on a variety of family and soldier activity councils and boards to stay informed on operations and to coordinate programs and requirements. Maintain liaison with civilian and military-related social and human services organizations. Supervise employees assigned to Army Community Services. Responsible for all logistical operations, taskers, suspenses, and contracts.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires temporary duty (TDY) business travel up to 25% of the time.

Basic Requirement for Army Community Services Manager: Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Sociology, Behavioral Health, or Social Work. OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the Basic Requirement above, you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing community services to the population to include client intake, information & referral, and crisis intervention; developing and implementing service delivery models to promote self-reliance, resiliency, and readiness; and managing client tracking/service usage processes to determine budget and resource requirements for a community services program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesOral CommunicationPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
