This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD Prevention Workforce Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Prevention Specialist (Prevention Deputy) (Prevention Workforce) serves as an expert on prevention science and data-driven recommendations to improve the prevention system, address harmful behaviors, and create protective military communities.

Duties

Serve as a Prevention Deputy, responsible for maintaining day-to-day operations and oversight of integrated primary prevention efforts. Ensure the technical competence of the integrated primary prevention workforce and plan and evaluate prevention activities, training, education, and outreach. Coordinate comprehensive primary prevention activities addressing various harmful behaviors. Support I-PAG Prevention Lead in advising senior leaders on primary prevention activities and the public health approach to preventing harmful behaviors. Coordinate, plan, organize, implement, analyze, and integrate primary prevention efforts through coalitions and partnerships. Identify and integrate data, research and evaluation findings from various sources. Use data to conduct community needs assessments, select integrated primary prevention activities, and evaluate activities. Lead the planning, implementation, and evaluation of prevention activities for two or more harmful behaviors in coordination with the Prevention Lead. Develop a Comprehensive Integrated Prevention Plan that includes population-based and/or targeted primary prevention activities that span across the socio-ecological model to address potential risk factors and bolster protective factors. Align policies to facilitate collaboration and integration across stakeholders to improve holistic well-being and prevent inter-related problem behaviors, such as harassment, discrimination, alcohol misuse, self-harm, relationship violence, etc. Support ongoing prevention policy development and refinement at the local level that clearly defines the roles and responsibilities of the prevention workforce and leadership. Provide oversight and quality control for other Prevention Specialist and Prevention Implementation staff work products and deliverables. Apply a working understanding of health equity, social justice, and social determinants of health, and translate science to practice. Design process and outcome evaluation plans before implementation of prevention activities and conduct data analysis to determine effectiveness of prevention activities. Coordinate with personnel across prevention disciplines to ensure consistent messaging and unified efforts within the organization. Educate leaders on and enhance overall leader knowledge of integrated primary prevention and ensure delivery of ongoing primary prevention training and education, modernizing the content, delivery, and dosage of prevention education.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Must complete DoD SPARX Knowledge Part 1 and 2 withing 6 months of employment.
  • Must obtain and maintain Level 5 DoD Credentialing Program for Prevention Personnel (D-CPPP).
  • This position requires incumbent to obtain and maintain a Secret security clearance or access for the duration of employment.
  • This position requires background checks to be conducted against all records as required by law, OPM, DoD, and Army policy and regulation.
  • Background checks will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Prevention Specialist (Prevention Deputy) (Prevention Workforce): A. Degree: Bachelor's degree (or higher degree) in the behavioral or social sciences, or related disciplines appropriate to the position, such as prevention science or public health. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) implementing prevention policies, programs and/or practices; 2) analyzing data to determine effectiveness of prevention activities; 3) evaluating effectiveness of prevention programs to provide recommendations for process improvements and designing and/or contributing to databases that allow for tracking, analyzing, and evaluating prevention programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
