About the Position: Works under the general direction of the Chief, Army Community Service. Service in accordance with Exceptional Family Member Program, general policies and program objectives at any size garrison. Incumbent exercises independent authority to plan, manage, and direct the Exceptional Family Member Program in the region.
Duties
Manages, plans, coordinates and directs the administration and technical requirements for an EFMP program.
Develops, coordinates, recruits and train Exceptional Family Member Program parents on how to advocate for special needs.
Analyzes and interpret data/statistics for reporting purposes.
Supervises and assigns work within the Exceptional Family Member Program Branch.
Develops and coordinates the planning, formulation, and execution of the budget.
Provides leadership through developing, implementing, evaluating and improving process procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A favorable National Agency Check with Inquiries (NACI) is required for this position.
- This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position may require work coverage on evenings and weekends.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement:
Degree: Bachelor degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Behavioral Health, Social Work, Psychology, or Sociology.
OR
Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) implementing a military and/or civilian special education and health related services and/or resources for family members who have physical, developmental, emotional, or intellectual impairments/disabilities; 2) developing and analyzing needs assessment reports for a military and/or civilian community; 3) advises staff, military, Commanders and civilian officials, and other concerned parties or agencies on program policy, operations, and procedures; and 4) providing administration management to ensure that program functions and services are carried out in accordance with governing laws, policies, regulations, and professional standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
