About the Position: Serves as a Resource Analyst responsible for providing financial expert resourcing technical expertise and advice to program and financial management officials of US Army Training and Doctrine Command (TRADOC). This position is located at Fort Eustis, VA.
MANAGEMENT DECISION ONLY TO ANNOUNCE AT THE LOWER GRADE LEVEL 11.
Duties
Conduct research and studies involving all aspects of TRADOC programs and resources that cross multiple appropriations to evaluate interrelated issues of effectiveness, efficiency, and productivity.
Interpret budget policy to coordinate budget services, management of resources and/or forecasting budgetary trends and activities.
Brief/prepare reports that include the status of funds, expenses, and/or financial obligations that are required by the organization.
Conduct research and studies involving all aspects of TRADOC programs and resources that cross multiple appropriations to evaluate interrelated issues of effectiveness, efficiency, and productivity.
Plan and implements processes and procedures based on agency policies/guidance for planning and programming of resource/dollar requirements.
Provide budget directive and/or fiscal regulation recommendations to policies pertaining to areas of responsibility
Present information and the interpretation of scope, methods and/or results of financial analysis while communicating with other analysts as required.
Provide assistance and recommendation to Senior analyst in support of assigned TRADOC Centers of Excellence, schools and activities in the identification and preparation of planning and program resource requirements.
Requirements
- This is a Financial Management Level 2 Certified position. Must be able to obtain this certification within 24 months from hire date.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Experience performing analysis of fiscal accounts and budget trends. 2) Experience evaluating changes in program funding; and experience developing recommendations for financial and/or budgetary actions. 3) Experience compiling data for quarterly budget projections. 4) Experience reviewing budget records and financial data. 5) Experience using automated data systems to extract, compile, and summarize data/information to create, reports and graphs.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.B. or J.D., if related Completed graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
