The primary purpose of this position is to serve as the USSTRATCOM/J50 lead on specific administrative actions. Advises the J5 Manpower Personnel Representative, J50 Administration Branch Chief, Chief of Staff, Deputy Director, Director USSTRATCOM/J5 on administration policies and processes.

Duties

Serves as the senior USSTRATCOM/J50 administrative support specialist. Administers various command personnel programs involving military, civilian, and contractor personnel. Implements and administers the personnel security program.

Requirements

  • May travel by military and/or commercial air to attend conferences, meetings, and other functions away from the normal duty location.
  • The employee must be able to obtain and maintain a Top Secret/SCI security clearance as a condition of employment.
  • The employee may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.
  • The employee is subject to short- or no-notice recall to duty for emergency situations or exercises.
  • This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. If requested, the incumbent must submit to urinalysis testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD and command management principles, organizational theory, information management policies, and personnel program regulations sufficient to develop internal organizational guidelines, supplements, and procedures; to resolve problems associated with staffing packages, administrative procedures, and work processes; and to develop appropriate program metrics. Knowledge of qualitative and quantitative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of correct grammar, spelling, punctuation, capitalization, and formats sufficient to oversee the preparation of and edit written correspondence, reports, and packages. Knowledge of military command structure, missions, programs, and organizational relationships sufficient to ensure proper coordination and planning for various taskers and initiatives. Knowledge of multi-service and higher headquarters personnel policies and procedures sufficient to monitor compliance with established requirements and timelines. Knowledge of standard office administrative procedures and practices required to ensure effective planning, organization, and coordination of workload and to meet suspense deadlines. OR EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD and command management principles, organizational theory, information management policies, and personnel program regulations sufficient to develop internal organizational guidelines, supplements, and procedures; to resolve problems associated with staffing packages, administrative procedures, and work processes; and to develop appropriate program metrics. 2. Knowledge of qualitative and quantitative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature. 3. Knowledge of correct grammar, spelling, punctuation, capitalization, and formats sufficient to oversee the preparation of and edit written correspondence, reports, and packages. 4. Practical knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes sufficient to formulate and monitor the assigned budget and to support the mission, goals, work processes, and programs of an office/section. 5. Skill in using standard office equipment and peripherals, i.e. typewriters, computers, printers, and scanners. 6. Ability to communicate effectively, both orally and in writing. Ability to work under pressure and to effectively plan, organize, and coordinate office administration workloads sufficient to meet suspense deadlines. Ability to plan, organize, and direct the functions and staff of a small office; knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
