The primary purpose of this position is to serve as a management analyst in the Management Support Division, performing analysis and process improvement studies for projects, suspense, and management advisory services for the National Museum of the United States Air Force (NMUSAF).

Duties

Analyzes, develops, and evaluates NMUSAF policies and issues to develop recommendations that resolve substantive problems and issues of effectiveness and efficiency of work operations in the organization Provides expert support to NMUSAF personnel on a variety of issues and projects to ensure policies and end- products reflect a fully staffed and coordinated position of the entire NMUSAF Responsible for preparing and delivering oral presentations such as briefings, training sessions, consultations and strategy sessions with other museum division functionals and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assignments Leads teams in the accomplishment of special projects for the NMUSAF

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in facilitating complex team improvement initiatives; applying qualitative and quantitative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations; and developing goals and objectives that integrate organization's mission. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of organization, programs, missions, and functions of the NMUSAF, along with knowledge of staff requirements. Duties require skill assessing a project to determine requirements for assignments such as briefing preparation, plus considerable interpersonal skills in presenting consolidated recommendations and draft products 2. Knowledge of analytical and evaluative methods to accomplish long-range strategic planning for operation of the NMUSAF and to provide definitive input on policy and procedure matters 3. Knowledge of USAF, AFMC, and NMUSAF organizations, programs, missions, functions principles and theories, to analyze and determine organizational operations plans, programs, and initiatives to support customers' current and future requirements. Knowledge of organizational operations to develop and implement integrated approaches and solutions to significant operational concerns and issues 4. Ability to plan, interpret/organize work based on facts and requirements to meet deadlines 5. Ability to plan, organize, and lead others in projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve required extensive changes in established concepts and procedures 6. Ability to communicate effectively, both orally and in writing, negotiate complex issues and maintain good working relationships. Utmost tact and diplomacy are required to ensure that all contacts are handled appropriately PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
