Duties
Analyzes and researches financial data; interprets policy and regulations; and reconciles hard copy documents to accounting reports.
Analyzes operational issues by tracking, monitoring, and analyzes program spending and make sound, cost-effective decisions and streamline operational costs.
Coordinates the processing of all financial transactions to include programming, funding, commitments, obligations, disbursements, collections, and project/task closures.
Analyzes budget execution status and recommends reasonable levels of programs and the transfer/reallocation of funds between organizational elements.
Performs audits and reviews of contract files with the purpose of ensuring correct posting of obligations and disbursements in the accounting system comply with the documents in the contract file and ensures compliance.
Performs other duties as assigned.

- This is a Financial Management Level 2 certified position.
- This position is covered by the Administrative Careers with America (ACWA) assessment in accordance with 5 CFR part 300.
Qualifications
Time in Grade:
For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service.
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience at the GS-07 grade level is defined as experience analyzing and researching financial data.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience at the GS-09 grade level is defined as experience analyzing, researching, and reconciling financial data and financial reports.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience at the GS-11 grade level is defined as experience analyzing, researching, and reconciling financial data and financial reports; experience interpreting and implementing policy and regulations.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience at the GS-12 grade level is defined as experience analyzing, researching, and reconciling financial data and financial reports; experience interpreting and implementing policy and regulations as well as providing recommendations for process improvements.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Education
Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level
