The primary purpose of this position is to provide oversight, authoritative direction, and life cycle management for USSTRATCOM's Task Management program.
Duties
Directs the Command's Task Management program for HQ USSTRATCOM and USSTRATCOM lower echelon elements.
Advises the executive staff on the interpretation and applicability of policies and procedures governing the preparation and processing of correspondence, electronic messages, and reports in a wide range of areas.
Represents J0 and J010 with a variety of Departmental and functional area organizations.
Responsible for policy enforcement, procedure, content, quality, and editing of all USSTRATCOM correspondence submitted to the Command Section.

- Incumbent must have or be capable of obtaining and retaining a Top Secret security clearance, subject to a favorable Single Scope Background Investigation (SSBI.)
- This position has been designated by the Air Force as a Testing Designated Position under the Air Force Civilian Drug Testing Program. Incumbent is required to refrain from the use of illegal drugs, and if requested, submit to urinalysis testing.

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Application of the principles, concepts, policies, and objectives of administrative correspondence to formulate and implement guidance and apply new methods and procedures in the area of administration and administrative support; Modifying or developing new methods, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the USSTRATCOM's Task Management program; Applying analytical and evaluative methods and techniques to major issues or studies concerning the efficiency or effectiveness of program operations carried out by the Secretariat.

EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR have a LL.M. if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the military structures, objectives, and procedures in order to assign/monitor taskings within the command organizational relationships.
Knowledge of extensive rules, procedures, or operations applied to secretarial and clerical assignments to perform the procedural and administrative work of the office, such as preparing and editing documents, locating and assembling information for various reports, maintain files/records, and making and preparing travel arrangements.
Ability to coordinate the work of the office with other offices including other executive assistant staff on new procedures or regulations
Ability to implement management principles, concepts, policies, and objectives, as pertains to office management, and knowledge of pertinent administrative regulations applicable to the command's missions and program objectives.
Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software and knowledge of similarities, differences and integration of the different software types.
Knowledge of a wide range of communication, to include processes, procedures, and regulations governing style, format and grammar appropriate for military, executive level communication.
Skill in gaining cooperation from others using tact, courtesy, and diplomacy, using effective communication, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
