This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Operations Officer position is assigned to the Program Executive Office, Command, Control, Communications - Tactical (PEO C3T), located in Joint base Lewis-McChord, WA.

Duties

Serve as the Program Representative responsible for all facets of operational planning in support of strategic and tactical systems. Perform the full range of administrative and technical supervisory duties. Perform budget oversight and monitor resource allocations. Manage impact to financial programs due to changes in legislative or regulatory requirements. Represent the organization on teams and committees outside the organization. Interact with customers and leadership to communicate project or program results.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
  • Selectee must be able to obtain and maintain a Secret security clearance.
  • This position is subject to a mobility or rotation agreement as a condition of employment.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • Due to mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This position is identified as non-combatant essential and is subject to deployment not to exceed 179 days.
  • One-year supervisory probationary period may be required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1. Delivering IT support to units on fielded networks and/or systems to ensure compliance with organizational requirements to include planning, vetting, execution and tracking of new equipment. 2. Synchronizing and exercising daily mission oversight of all developmental operational support and equipment fielding missions within his/her region. 3. Developing and maintaining tracking system to ensure adherence to timelines and schedules for equipment fielding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
