This position is located within the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL), Intelligence Division.
Duties
Performs complex projects involving oversight responsibilities and develops and applies advanced analytical and evaluation techniques to achieve objectives through developing proposals, guides and steps.
Defines the scope of intelligence projects, identifying appropriate organizations, individuals, and activities, functional responsibilities of programs or functions involved in the project.
Identifies, obtains and analyzes sufficient and relevant information and data to support objectives, potential findings and conclusions, independently analyzes accumulated data for assigned objectives.
Identifies whether potential findings (deficiencies) exist and develops recommendations to correct deficiencies. Implements quality standards.
Writes clear and comprehensive reports on the results of assigned projects in prescribed format, presenting the results of the analysis of the facts, conclusions and recommendations.
If assigned as a team leader, the incumbent oversees the day-to-day operations of the team; ensures proper application of project methodologies and conformance with applicable standards.
Requirements
- Must be a U.S Citizen.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
- The incumbent must adhere to the DoD Standards of Conduct.
- Position has been designated as security designation level such Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/SCI security clearance.
Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience assisting in the planning and conducting of audits, evaluations, inspections, or oversight; analyzes data from various automated systems and other sources to track the trends, effectiveness, and needed improvements to procedures and processes. Assists in developing and communicating reports and data analysis.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience planning and conducting audits, evaluations, inspections, or oversight; Representing agency in conducting operations and liaison activities to accomplish project objectives such as planning, execution, and reporting. Reviews and analyses data and reports from various automated systems and other sources to track the trends, effectiveness, and recommends needed improvements to procedures and processes. Writes and communicates intelligence reports or analysis.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience planning and conducting audits, evaluations, inspections or oversight; Communicating and collaborating with Intelligence agencies or personnel to conduct strategic planning to accomplish Intelligence project objectives, execution, and reporting. Reviews and analyses data/reports from various automated systems and other sources to track the trends, effectiveness, and recommends needed improvements to procedures and processes. Experience reviewing and applying intelligence policy. Writes and communicates intelligence reports and analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education
Substitution of Education for Specialized Experience:
GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
There is no substitution of education for the qualifying experienceat the GS-12 grade level.
There is no substitution of education for the qualifying experienceat the GS-13 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
