You will serve as a Program Analyst in the Military Sealift Command (MSC) within code DSMB2 of MILITARY SEALIFT COMMAND.

Duties

You will serve as a Program Analyst located in the Military Sealift Command (MSC), Directorate Ship Management (DSM), and Directorate Ship Management (DSMB) Business Support Group in Norfolk, VA. You will provide support to PMs/RMs in analyzing procedures (e.g., writing procedures, SOPs, operating procedures and technical procedures). You will plan, coordinate, and carry out the successive steps in fact-finding and analysis of procedural issues related to business services and office administration functions. You will serve as a liaison between DSM and N8 in the area of transactional reconciliation to analyze data to determine adequacy. You will work daily within an automated office environment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience collecting and compiling budget, program data, budget execution review, for monthly, quarterly, and annual reports. Experience analyzing and solving complex business transactions and as well as developing proposals for resolution. Experience applying financial regulations and rules covering diverse types of operations to function as a technical authority for the resolution of a range of issues or problems. Extensive experience working with automated office software i.e. authorized Navy Marine Corps Intranet (NMCI) software (Microsoft Office, Word, PowerPoint, Excel, Access, Project, Navy Enterprise Resource Planning (ERP), Wide Area Workflow (WAWF), Procurement Management Tool (PMT), and other financial systems to develop work products. Experience communicating orally and in writing to obtain and provide information related to organizational, administrative, and procedural for resolution.
