This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023..
As a PROGRAM MANAGER (ACQUISITIONS) at the GS-0340-13 some of your typical work assignments may include:
Directs and oversees the overall planning, direction, and timely execution of assigned programs/contracts, identifies technical and programmatic issues, and initiates resolution of problems identified.
Responsible for planning, programming, budgeting, serving as a Contracting Officer's Representative (COR).
Assesses needs, plans workload, and determines priorities.
Reviews and prepares authoritative input to the Planning, Programming, and Budgeting Execution (PPBE) process.
Works with technical personnel to gather contract requirements for contract requirements packages.
Reviews, approves and executes Statements of Work (SOWs)/Performance Work Statements (PWSs)/Statements of Objectives (SOOs), Procurement Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), and Interagency Cost Reimbursable Orders (IACROs).
Monitors all projects, contracts, and MIPR/IACRO activities to ensure that products and services acquired by the program are consistent with requirements and ensures that all goods and services are delivered on time, in good condition, and within budget.
Reviews/evaluates program proposals and acquisition strategy and provides authoritative analyses, reports, and recommendations in the form of memoranda and briefings for Directorate and Agency related requests for information on assigned programs.
Coordinates and directs activities of performers and conducts program reviews to ensure adherence to programmatic and fiscal plans; identifies technical and programmatic issues and initiates resolution of problems identified.
Assesses overall project/contract performance and initiates new or remedial action to eliminate or mitigate problems.
Assembles, validates, and disseminates results of all IT program activities.
Searches for and evaluates relevant documents and activities to determine potential opportunities for leveraging or collaboration with other organizations.
Directs all actions necessary to implement assigned program(s), identifies technical and programmatic issues and initiates resolution.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Experience managing projects and programs related to data analysis of IT systems and services.
Experience managing and/or supporting service contracting requirements (pre-award and post-award), enterprise level licensing requirements, Major Defense Acquisition Programs, or Software Acquisition Pathway / Acquisition Category (ACAT-level) programs of record.
Experience with documenting/delivering against customer requirements.
Experience with programmatic/financial analysis, including monitoring, reporting on, and shaping cost/schedule/performance.
Experience briefing stakeholders on program background, courses of action, and recommendations.
Experience with planning, programming, budgeting, and execution.

You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
