The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Missile Defense Agency.

Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a Contracting Officer Representative at the NH-1101-4 some of your typical work assignments may include: Position unique responsibility: programmatic integration support relative to facilities infrastructure operations at Fort Greely, Alaska, including coordination between the contractor and the various Ground-Based Midcourse Defense (GMD) Program Office directorates in scheduling/aligning daily, weekly, monthly, and seasonal facilities infrastructure-related activities at Fort Greely. Monitor, inspect, analyze, and conduct comprehensive documented assessment of federal contractors' cost, schedule, and technical performance. Serve as liaison between MDA contractor, Government Program Manager, and Government Contracting Officer to identify and resolve issues. Analyze Earned Value Management System (EVMS) data, cost-performance reports, integrated master plans/schedules and other relevant program data to measure contractor performance and identify necessary government and contractor action.

  • Must obtain/maintain Non-critical Sensitive/Secret security clearance
  • Position requires DoD Acquisition Contracting Professional certification within required timeframes
  • Must obtain mandatory Back to Basics (B2B) certification within 36 months of entry into position
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every 2-years
  • Pre-employment urinalysis testing and random testing required

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Demonstrated program management experience managing cost, schedule and performance for a federal contract. Demonstrated experience as a Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR) for a federal contract. Demonstrated experience recognizing and analyzing problems, conducting research, summarizing results, and making appropriate recommendations for resolution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
