The primary purpose of this position is to serve as a first level supervisor and assist the Child Development Center Director in the supervision of the day to day operation of a Child Development Center. Assists with the supervision of the Child Development Center to provide specialized developmental childcare and instruction for children ages 6 weeks (cont. In Duties)
Duties
(cont. from Summary) to 5 years of age. The position develops, implements, and administers child development programs; provides an overall safe and healthy environment to stimulate and sustain the interest of children; assists with administration; and organizes the educational and developmental programs managerial authorities.
DUTIES
- Assists the Child Development Center Director in the daily operations of the Child Development Center.
- Assists in the administration and evaluation of ongoing programs of individual and group developmental and educational activities for staff implementation and execution.
- Exercises supervisory personnel management responsibilities.
- Provides assistance in the management of funds and resources to include developing the annual NAF and APF budgets, which includes submission and prioritization of program component requirements.
- Assists the director in the administration of the USDA nutrition/food program.

- IAW AFI 34-248 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
- Incumbent must be able to obtain Food Handler's, First Aid, and Cardiopulmonary Resuscitation (CPR certifications and complete additional training requirements.
- The work may require the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver's license. An annual driving record check is required.
- If the position requires to operate a motor vehicle, the incumbent is subject to random testing for drug use IA AFI 90-508, Attachment 2, Category I, Type 2: Motor Vehicle Operators.
- At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 17 occupational series.
- Incumbent may occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.
- Work involves physical exertion such as standing, walking, lifting up to 40 lbs. (small children or center supplies), and some involvement in all aspects of the center and playground area arrangement and maintenance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by (cont.)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree that included or was supplemented by a major study in education or in a subject-matter field appropriate to the position. The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position. OR
COMBINATION OF EDUCATION AND EXPERIANCE--courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit copies of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems (may have been obtained in the military, public or private sectors). I have experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight. Examples of specialized experience includes: Specialized experience in group child care or other work that demonstrated the ability to: 1) Manage the operation of a child care center. 2) Select, train, and supervise child care and preschool employees, family child care providers, or other care-giving adults. 3) Develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs. 4) Work with individuals and groups to solve complex problems related to the care and education of children.

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.
2. Knowledge of and the ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies and practices.
3. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.
4. Knowledge of the USDA food program requirements.
5. Skill in educating, counseling and advising child care providers and parents; assessing training and children's developmental needs.
6. Skill in conducting regular and periodic audits, studies, and inspections, evaluating the results, determining the feasibility of necessary improvements and coordinating corrective action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
