This position is part of the Defense Human Resources Activity. The incumbent will be responsible for determining the appropriate products or services with clients or customers to define project scope, requirements, and deliverables. Develops,modifies, or provides input to project plans. Implements project plans to meet objectives.Coordinates and integrates project activities. The IT Project Manager develops IT applications to ensure the integration of IT programs and services.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT Project Manager (System Analysis) at the GS-2210-13 some of your typical work assignments may include:
Responsible for managing HR automated systems, including the enterprise-wide Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Human Resource Management System (DCHRMS).
Participates in the design, development, documentation, testing, and implementation in support of DCPDS and DCHRMS, which is common, integrated system for supporting the DoD-wide civilian human resource (HR) functions (Payroll, Staffing, Entrance on Duty, eOPF, HR Shared Service Delivery, Performance Management, etc.).
Prepares plans in accordance with Project Management Principles and makes recommendations for implementation of these activities.
Participates in the preparation of new system requirements or modifications to existing requirements, preparation and/or analysis of functional system change request and the development of functional requirements from a technical perspective, including changes to the current or future system.
Reviews systems change requests submitted by DoD users, Services, and agencies, as well as other non -DoD agencies.
Reviews and staff's recommendations for the continued sustainment of DCPDS and improvement of DCHRMS, which will be used by the DoD civilian workforce.
Participates in the preparation of new system requirements or modifications to existing requirements, preparation and/or analysis of functional system change request and the development of functional requirements from a technical perspective, including changes to the current or future system.
Recommends acceptance, revision, or rejection. Reviews the DOD strategic plans, proposals and requirements from the Components for further risk analysis, enhancement and modification of the DoD-wide civilian HR management system.
Reviews Component plans and makes recommendation for improvement and adjusts the plans and activities to coordinate these various plans.
Conducts work groups with representatives of the DoD civilian HR community for the purpose of the designing a broad range of future human resource management policies, programs, and supporting information systems.

Qualifications
You may qualify at the GS 13 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below:
1. Applies project management oversight throughout the lifecycle human resources software development and operations
2. Utilizes Jira, Agile, DevSecOPS, SAA Configuration, Data Tables and Data dictionaries to ensure requirements building and specifications are met for a human capital IT Program.
3. Monitors a human resources information systems and programs to ensure current and future performance requirements and develop solutions to integration/interoperability issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
