You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Small Boat Non-Combat Craft Division (Code 340), of the Waterfront Operations Department of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Duties
You will establish a Small Boat Program to research and lead the development of a Small Boat model for RMC staffing requirements and availability oversight.
You will align strategies, establish requirements, and develop an integrated I-Level and Small Boat repair acquisition strategy/contract portfolio.
You will conduct Business Case Analyses on the various small boat programs across the enterprise to determine the best approach.
You will address staffing requirements, funding requirements, and availability oversight for all small boat work.
You will develop enterprise level metrics and business measures that define the program
and measure key performance indicators for the small boats program.
You will analyze and recommend costs and benefits of alternative methods of financial management of the program.
You will provide advice on effective and efficient methods for acquisition and use of funds to support the program objectives
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying program management, acquisition principles, engineering concepts, principles, methods, techniques, and practices applicable to a full range of marine engineering duties.
Experience planning, organizing, meeting deadlines under extreme pressure, demonstrating an ability to work with others, suggesting and applying new methods for continuous improvement.
Experience applying production capabilities, procedures and techniques, and repair processes of both private and public shipyards.
Experience managing annual budgets totaling over 100 million dollars.
Experience applying contracting processes, including methods and procedures to solicit, award and complete contracts.
