The primary purpose of this position is to serve as Program Manager to 55th Maintenance Group, maintain aircraft publication libraries; Quality Assurance Inspector, Tech Order Distribution Office; eTools, ensure safe operations, interact with Air Force Engineering Technical Support Field Engineers, Service Reps, MAJCOM Program Managers via phone, teleconference and email.
Duties
Manages the 55th Maintenance Group's Maintenance Standardization Evaluation Program.
Monitors, audits, inspects, and validates the maintenance information system data.
Manages and oversees Maintenance Group assigned Quality Assurance managed programs.
Executes and manages the Technical Order Library Quality Assurance function.
Requirements

- Some night and/or weekend duty could be necessary to fulfill requirements. Shift work may also be required. Incumbent is also subject to call during non-duty hours to fulfill emergency requirements. CONT'D
- CONT'D: Incumbent may also be required to work an uncommon shift while on duty. Incumbent may also be required to go TDY.
- Must be able to obtain and maintain a Secret security clearance.
- May be required to perform mobility augmented tasks for wing exercises and inspection.
- Duties meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. CONT'D
- CONT'D: This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
- This is a Mission-Essential position performing Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
- This is a Key Position IAW DoD Directive 1200.7. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
- Information Assurance Certification required; includes information assurance (IA) work as paramount duty requirement. Per DoD 8570.01-M, incumbent must achieve appropriate IA certification within six months of assignment of these duties. CONT'D
- CONT'D: A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions,
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: (1) Knowledge of maintenance information system (Integrated Maintenance Data Systems (IMDS) to perform complex data analyses; (2) Knowledge of programs development, methodologies, and files for analyzing and presenting data; (3) Knowledge of established management principles pertinent to Air Combat Command regulations and Quality Assurance program management; (4) Knowledge of technical procedures and requirements related to the Air Force Technical Order change process. (5) Knowledge in applying conventional methods to gather, analyze and evaluate information concerning management processes, draw conclusions and recommend appropriate action.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Comprehensive knowledge of requirements related to Air Combat Command (ACC) Quality Assurance program management methods and organization practices and techniques.
2. Knowledge of the technical procedures and requirements related to the ACC Deficiency Reporting system/process, the Air Force Technical Order change process, and the Integrated Maintenance Data System.
3. Knowledge and skill in the application of DoD and Air Force management principles, concepts and methodologies and basic ACC directives, concepts, procedures, guidance, and policy.
4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature regarding ACC maintenance procedures.
5. Ability to analyze, verify, and correlate data; locate, assemble, and compose information for non-routine reports, inquiries, and technical correspondence; communicate effectively, both orally and in writing; and plan and organize work to meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
