About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Moore, GA.
As a Management Analyst in the Local Network Enterprise Center (LNEC), the incumbent will develop, plan, analyze, and implement Resource Management programs.
Duties
Manage a variety of administrative programs for the directorate dealing with property accountability, publications, records management, correspondence, temporary duty station (TDY), and information management.
Perform organizational structure and workforce staffing/utilization actions and studies on procedural and relationship issues, to identify, coordinate and develop improvements in efficiency.
Manage, review, monitor, and ensure input of all electronic Requests for Personnel Action (RPAs) for the LNEC.
Administers the LNEC Training Program, tracking and reporting all training in the approved tracking system.
Periodically review and edit performance appraisals and awards to ensure compliance to regulations.
Manages acquisition packages from creation through the approval process to final contract award.
Perform duties related to the acquisition of resources and services.
Manages the travel credit card program for the LNEC.
Perform research, develop data, and prepare letters, studies, reports and other miscellaneous material on a large variety of subjects relative to resource and manpower management and various special projects.
Create, manage, and analyze automated reporting systems and develop a variety of reports and briefings, as necessary.
Manages a variety of administrative programs for the LNEC dealing with property accountability, publications, records management, correspondence, TDY, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent must be able to obtain and maintain a Secret Security Clearance.
- This position requires the employee to occasionally travel away from the normal duty station up to 25%. Government regulations will be followed for all official travel.
- The employee may be required to work overtime.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: by utilizing automated HR tools to submit and track civilian HR actions; collecting, compiling and/or developing data into suitable reporting format and furnishes reports; managing various HR programs (i.e. leave, training, awards, evaluations, etc.); and performing basic transaction in a financial systems such as General Fund Enterprise Business System (GFEBS).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration/ Business Management, Human Resources.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
