Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as a Management and Program Analyst assigned to Air Force Institute of Technology Civil Engineering School.

Duties

Prepares detailed plans, projections, analyses, work measurement, and administrative recommendations regarding critical, complex administrative processes and actions. Serves as the academic program analyst for The Civil Engineer School, providing specialized analysis, assessment, and programmatic oversight to ensure the quality of the academic programs within the school. Oversees Academic Support Staff Operations and procedures. Exercises supervisory personnel management responsibilities. Provide assessments of programmatic changes based on their impact on the school's financial, personnel, or material resources or to accreditation processes such as prescribed by the International Association for Continuing Education and Training Standard.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include experience preparing plans, projections, analyses, work measurements, and administrative recommendations regarding education administration processes and actions; experience identifying, analyzing, and recommending solutions for solving education administration problems or questions; and experience in applying management policies, precedents, and guidelines regarding academic administration. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: a PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: a combination of the specialized experience and education listed above. NOTE: Only education beyond 2 years of graduate level in a subject area related to the position may be used to meet the combination of education and experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and experience applying general business management skills, principles, rules, and procedures (such as economic and statistical analysis, business law, accounting, and administrative management techniques). 2. Skill in gathering and analyzing issues/facts, making judgments, and presenting recommendations. 3. Knowledge of and experience in professional continuing education administration. 4. Knowledge of and experience in national engineering degree accreditation processes. 5. Ability to work independently and to make independent decisions. 6. Ability to anticipate requirements, plan and organize work in response to the requirements, and determine required schedule for work's completion. 7. Ability to establish and maintain relationships with key individuals/groups outside immediate work unit. 8. High level skill in effective oral and written communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
