You will serve as a PROGRAM ANALYST in the WEAPON FINANCIAL MANAGEMENT BRANCH, BUSINESS OPERATIONS DIVISION of NAVAL SURFACE WARFARE CENTER.

Duties

You will provide program management and analytical support by defining complex program requirements, translating same into individual tasks, determining funding and resource/manpower levels and evaluating the effectiveness of the resulting efforts. You will assist in developing and formulating spending plans for responsible programs for the current fiscal year and out-years. You will follow Fiscal Law, Financial Management Regulations, business rules and utilize various automated systems to accomplish day-to-day requirements and create and update planning information. You will process incoming funding documents, monitor status of funds and expenses, review dormant commitments and obligations, return expiring funds, request 2193s, and perform all other funding related day-to-day tasks. You will research and answer data calls, provide financial data to Customer Advocates, sponsors, execution departments, and PD leadership You will utilize Microsoft Office suite to process business operations data, develop reports and charts covering the status of funds, expenses and obligations, and current funding levels by comparison to submitted budget and task requirements. You will assist with analysis and data gathering for responsible programs to evaluate program operations. You will assist with justifying funding and manpower requirements for submission to PD leadership.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating administrative program requirements to develop and monitor budget and manpower resource plans and recommend solutions to problems within a program.
