You will serve as a EMERGENCY PROGRAM MANAGER in the Expeditionary Directorate of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will assess emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, civil rights laws, and standards. You will coordinate contingency operations during state of emergencies with multiple organizations (e.g., local, state, other federal emergency management agencies). You will coordinate a regional response to disasters that exceed the capabilities of local organizations to assist in their recovery. You will perform emergency management planning at a major organizational level.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC422

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing, evaluating, preparing, training, and/or executing emergency management plans; 2) Ensuring adequate plans are in place for the continuation of essential government functions during any emergency; 3) Creating directives, information bulletins, letters, point papers, and other correspondence concerning emergency management; 4) Providing direction and oversight of emergency management personnel, including temporary and permanent assignees; and 5) Performing a broad variety of tasks and functions in preparation of major contingency studies, investigations, research, and other functions as necessary for contingency support across the command geographic area of responsibilities including subordinate commands. ***NOTE: This experience must be fully and clearly supported in your resume. PHYSICAL DEMANDS: Although primarily working in an office environment, regular lifting, movement, assembly, connecting, testing and minor troubleshooting of computer, related office and other emergency management equipment may be required. Assignments occasionally involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area. Employee will be required to travel to/from locations and may be involved in occasional fieldwork. In the case of disaster or emergency, the incumbent must be available and willing to respond on short notice to deploy into the field or off-installation and utilize appropriate personal protection equipment (PPE) as necessary. Program assessments, exercises, or actual field operations require walking, stooping, bending, climbing, and descending ladders. Lifting objects approximately 40 pounds may be necessary. Maintaining the ability to deploy to a contingency event is a requirement of this duty position. The employee must have above average resistance to fatigue. During travel periods, force protection measure implementation, disaster response/recovery operations, the incumbent may work longer than usual working hours. When deployed, employee may have to wear body armor and other protective gear. The incumbent must be free of any health or medical condition that would prevent the employee from performing duties under austere conditions, or any condition which precludes the accomplishment of the following: mobility, such as walking, running, climbing stairs or ladders; non-correctable vision impairment that would preclude operation motor vehicle, using a firearm, or donning nuclear, biological, and chemical protective gear (e.g., protective masks) due to beards or long hair. WORK ENVIRONMENT The majority of work is conducted in an office setting. The work typically involves everyday risks or discomforts typically associated with offices, meetings and training rooms. Work areas are typically adequately heated, lighted, and ventilated. However, when deployed, employee may have to endure an environment that includes, but is not limited to operating in high threat area; limited medical facilities; limited environmental controls; (heating and air-conditioning); living in tents; little or no privacy; limited shower and latrine facilities (normally outdoor, field expedient, and exposed); limited laundry facilities; and, working/training under intense operations tempo (up to seven (7) days per week and up to 100 hours per week), for 179 days or longer. During program assessments, exercises, or actual field operations, the incumbent may enter magazines, bunkers, warehouses, armories, and ships during all weather conditions. Protective clothing and gear and observance of safety precautions are required.
