You will serve as a Program Analyst in the Directorate Ship Management (DSM) within PM2 (Special Mission Ships) of MILITARY SEALIFT COMMAND.

Duties

You will plan and conduct evaluations or participate in broader analyses that support program efforts to meet operational and mission specific requirements for ocean surveillance ships and other special projects. You will Conduct thorough review of planning documents and work with program staff and Sponsors in the mission requirements definition process to help ensure that all requirements are identified and detailed in the acquisition statement of work. You will compile, and forecast maritime operating-cost trend including life-cycle and rate making cost analyses. You will monitor contractor performance to ensure that it is in accordance with the provisions of the operating contract and mission requirements. You will perform budget execution on a regular basis and analyze cost data and more general support requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Travel is a requirement for this position.
  • 10-25% or more travel is required to various work sites which includes both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations as well as ships at sea and in various ports worldwide.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Employment and Financial Interests disclosure may be required. Incumbent may be required to complete OGE Form 450 annually.
  • Shipyard and shipboard work is a requirement of the position where the incumbent may be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience participating in the planning, programming, budgeting, analysis, forecasting, and execution of an annual budget. Experience performing oversight of contract performance. Experience with commercial vessel practices such as USCG regulatory and ABS class requirements and how they affect the readiness of sea going vessels. Experience in leadership and management positions guiding program personnel, contractors, and other stakeholders to mission success. Experience analyzing ship readiness, ship manning, and supplies/spares status and identifying gaps and recommendations to improve deficiencies to promote mission readiness. Experience with safety programs which guide crews to operate vessels in a safe and effective manner. Experience coordinating with organizations such as DoD organizations and stakeholder organizations on matters relating to operations, mission support and employment.
