You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the OFFICE OF THE DIRECTOR, CIVILIAN HUMAN RESOURCES (DCHR) of COMNAVRESFOR a Department of Navy Echelon II major command.

Duties

You will perform lead duties providing technical leadership, guidance and oversight to lower level staff members to carry out assigned program operational and advisory services. You will provide Position Management and Position Classification, and Resources Management Board/Workforce Planning services. You will evaluate positions for consistency and apply Office of Personnel Management, DoD and Navy classification standards. You will provide day-to-day HR advisory and operational services to COMNAVRESFOR managers and employees. You will partner with the Recruitment/Staffing/Compensation/Workforce Shaping Program Manager to coordinate and deliver effective and efficient COMNAVRESFOR classification and recruitment/staffing service. You will access, develop and analyze a variety of workforce-related reports using such automated systems as HR Link, Defense Civilian Personnel Data System (DCPDS) and the Total Workforce Management System. (TWMS) You will conduct comprehensive position management studies and organizational analysis to ensure sound and consistent position management and organizational alignment practices.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the Human Resources Specialist (Classification), GS-0201-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing a full range of services relating to position classification, position management, and organizational analysis programs; Experience conducting comprehensive position management studies and organizational analysis to ensure sound and consistent position management and organizational alignment practices; Experience providing classification and position management advisory services to the Command and subordinate activities; Experience providing information and advice on the classification appeals process and processing appeals as required.
