About the Position: The purpose of this position is to perform technical work and serve as the installation expert supporting one or more military personnel programs, operations, or functions. Functional areas include but are not limited to personnel actions, Strength Management (EMILPO) Operations, personnel processing, personnel records, reassignments, Contingency Operations, Soldier Readiness Processing, Soldier Actions, Transition Processing, and other military personnel programs.
Duties
Reviews and analyzes various reports, statements, and requests concerning officer personnel assignments and other administrative matters; develops staff papers, reports, decisions and actions.
Assembles loss and requisition data and validates current officer manning strength to include verification of currently approved gains, losses and retirements, and develops and projects an officer manning forecast for the following 12 months.
Drafts correspondence identifying discrepancies/shortfalls and requests/initiates corrective action through the personnel requisition system (out-of-cycle requisition).
Furnishes information and technical advice to subordinate units on questions arising in above areas.
Reviews and analyzes various reports, statements, and requests concerning officer personnel assignments and other administrative matters; develops staff papers, reports, decisions and actions.

Performs analysis by comparing projected gains against current assigned strength, known and projected losses, and identifies future commissioned and warrant officer personnel manning shortfalls and discrepancies.

- Employee may be required to work overtime on an emergency basis.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes conducting analysis of data to support conclusion or recommendations for military personnel actions; reporting projected gains and losses in military personnel; applying human resources regulations, standards, and policies for reports and processing of actions for military personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources.
