We are looking for a highly motivated, self-starter interested in taking on an exciting opportunity to support the planning and execution of Army IT solutions. As an acquisition specialist, supporting the Foreign Military Sales-Army Case Execution System (FMS-ACES) Product Office you will be the Contracting Officer Representative (COR) responsible for the management and monitoring of development and technical services contracts, performance monitoring, review and approve invoices.

Duties

Advises and assists the U.S. Combatant Commands, Key Embassy Staff, and Foreign Country in developing acquisition documentation. Exercises judgment in planning, organizing, and guiding the contractual aspects of assigned programs within these constraints. Performs a variety of staff support functions in relation to planning, directing, managing, and advising on functions involving complex IT programs in advanced computer technologies. Uses multiple acquisition, ordering, tracking missions including acquisition preparation planning, execution, as well as acquisition management. Performs a full range of acquisition planning and management functions to support a project with a mission that may consist of development, acquisition, testing, integration, production and fielding of management information systems to the Army.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field - Contracting within 36 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: 1) Performing research and interprets Federal acquisition regulations, policies, guidelines, and other applicable documentation to provide sound contracting advice and identify acceptable solutions to resolve contractual issues during all phases of the acquisition process; 2) Providing subject matter expertise in the review, analysis, monitoring and evaluation of acquisition programs and contracts; AND 3) Utilizing extensive understanding and intimate familiarity with the multiple Army procurement systems and applications, their integration and sustainability, as well as of contractual/procurement methods and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-02 (or GS-11 equivalent).

The Army Civilian Education System (CES) is a structured, progressive, sequential program which broadens the targeted civilian educational training base. It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
  • The Foundation Course (FC) is required for all employees hired after 30 September 2006.
  • The Supervisory Development Course (SDC) must be completed within one year of placement into the position.
  • For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
