This announcement is for an Integrated Clinical Community (ICC) Health Systems Specialists that supports the VISN 19 Mental Health ICC through the management of programs related to Mental Health. This position also serves as the liaison between VISN 19, VACO, and the 8 medical centers to provide Mental Health ICC guidance and oversight.

Duties

The ICC Health System Specialist for Mental Health is responsible for supporting VISN 19 clinical leadership in coordinating, planning, implementing, and monitoring activities to ensure the rapid information exchange and performance improvement which enables the attainment of data-driven clinical goals and improved access to high quality care in VISN 19 Mental Health Programs. Major duties of the Health Systems Specialist for the Mental Health ICC position include, but are not limited to: Develops and manages programs and projects for the VISN 19 Mental Health Integrated Clinical Community (ICC) that will strengthen vertical and horizontal linkages to improve the quality and consistency of leadership, communication, and data essential for transformation to a High Reliability Organization and to support vital systems improvements. Responsible for working collaboratively with local and national clinical and non-clinical Mental Health ICC leaders to develop and implement strategies for standardizing and improving patient care across the VISN and VHA including, but not limited to: monitoring progress, success, barriers and needs for improvement; identifying focused improvement efforts across the VISN and VHA; supporting the development of a robust learning organization through sharing and spreading strong practices; ensuring regular meetings of the VHA, VISN, and facility workgroups; implementing key elements of ICC guidance and policy; and providing regular guidance and oversight to facility-based ICC teams and workgroups. ICC-related program planning, organizing, evaluating, coordinating, and implementation. Recognized by the medical staff and senior leadership as a specialist in Mental Health health care administration and policy/procedure formation. Functions as a valuable resource in areas of data analysis, quality assessment, performance improvement, interdisciplinary issues, utilization management, risk management, and health care system investigations. Belongs to a national community of practice focused on implementing VHA Modernization's Reduce Unwarranted Variation Across Integrated Clinical & Operational Service Lines Lane of Effort and improving the quality care throughout VHA. Develops and/or maintains proficiency and supports administrative activities with various computer applications including spreadsheets, databases, word processing, graphic generation and desktop publishing programs. Responsible for and oversees resource allocation and management to include funds, equipment, space, staffing, and contracts. May be tasked with managing VISN-wide equipment purchases and large-scale contracts. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 7:30 am to 4:00 pm Compressed/Flexible: May be eligible Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. *This position may be authorized for telework 2-5 days/per week for highly qualified applicant within the VISN 19 catchment area. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade. To qualify for the GS-12 level, you must possess specialized experience at the GS-11 or higher; to qualify for the GS-13 level, you must possess specialized experience at the GS-12 or higher in the normal line of progression for the occupation in the organization. Specialized experience must include progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field, preferably in the area of Whole Health, Administrative Medicine, or Prevention. Extensive experience in program management, clinical operations, or data analysis is also acceptable. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Physical Requirements: Performance of the incumbent's duties often require extensive sedentary placement at a computer terminal. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the employee or others. Position requires standing for extended periods of time and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. Position may require minimal travel to meet with representatives/stakeholders in clinics, medical centers, and VISN offices who provide assistance and support to the overall mission. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
