Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to conduct comprehensive analyses in support of the Headquarters Air Force Materiel Command, Directorate of Contracting (HQ AFMC/PK).

Duties

AFMC Appointed APDP MAJCOM Functional Manager for Contracting: Oversees the execution of the Defense Acquisition Workforce Improvement Act (DAWIA), which implements career field certification, credentials, and continuous learning. Participates in special projects and initiatives and performing special assignments: Acts as project officer on complex or sensitive projects or studies in any of the functional areas under the Directorate. Designated HQ AFMC/PK representative for ATAAPS: Provides responsive, timely support to customer, actively supports achievement of Air Force and Command goals and objectives, and participates in improving self and organizational effectiveness.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions. SPECIALIZED EXPERIENCE: Applicants must have three years of progressively responsible general experience, with at least one year of that experience equivalent to at least a pay band NH-01, (GS-04) demonstrating the knowledge and skill in the application of DoD, Air Force and AFMC administrative, contracting and personnel procedures and techniques to carry out assignments of varying and complex scope. Knowledge of AFMC/PK staff and field organization structures, functions, and missions. Skill in drawing conclusions and making recommendations by analyzing facts, conditions and making necessary comparisons. Skill in applying guideline material by reading procurement regulations, technical material and translating the guidance into actions. Skill in gathering, analyzing, and presenting facts. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to plan, organize work, and meets deadlines. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: a full 4-year course of study, in any field, leading to a bachelor's degree. This education has been obtained in an accredited college or university. NOTE: You must submit copies of college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: equivalent combinations of successfully completed post-high school education and experience that may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of DoD, Air Force and AFMC administrative, contracting and personnel procedures and techniques to carry out assignments of varying and complex scope. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
