Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated 23 JUN 2023.
As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST ( APPSW) at the GS-2210-14 some of your typical work assignments may include:
Supervises a team of technical and functional specialists who perform tasks as designated and coordinated by DMDC management, other team leaders, and the incumbent. Plans, organizes, directs or participates in the work of software development teams.
Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees, and monitors progress on tasks; provides technical oversight and project guidance to lower grade Specialists.
Oversees the Information Technology Specialist staff on performing information technology duties of writing, testing, debugging, and maintaining application source code, scripts, unit and functional tests, automation scripts and suites.
Supervise and oversee multifunctional projects in software analysis design, development, and implementation for a new system or major enhancement to an existing system.
Provide supervisory technical advice, guidance, and recommendations to Information Technology (IT) subject-matter expert's staff, senior executives on critical IT applications software issues requiring new approaches, establishment of precedents, and recommendations for technical solutions.
Ensuring application compliance in support of information security/ information assurance policies, principles, and practices.
Monitors software development contracts to ensure compliance with specifications.
Working with cloud solutions providers to development and maintain cloud hosted solutions.
Participate in business process reengineering, BPMN (Business Process Modeling Notation) continuous process and service improvement.
Negotiates effectively with management to accept and implement recommendations.
Develops and delivers oral and written presentations to senior officials and various audiences.
Participate in developing project plans; provides functional and/or technical guidance to team members.
Authoring and presenting briefings to multiple levels of leadership.

Qualifications
You may qualify at the GS 14 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Working with cloud solutions providers to development and maintain cloud hosted solutions.
Oversee multifunctional projects in software analysis design, development, and implementation for a new system or major enhancement to an existing system.
Ensuring application compliance in support of information security/ information assurance policies, principles, and practices.
