This Business Management position is located at the Oklahoma VA Medical Center in Mental Health Service line. The incumbent is responisibility to plan, schedule and carry out the administrative oversight of Mental Health Service in order to further the availability of each section chief for their responsibilities in patient care, medical education and research.

Duties

As the Business Manager for Mental Health Service, the incumbent assumes the role of the administrative authority for all employees, offering leadership, guidance and assistance where needed and performing numerous duties ordinarily accomplished by the individual "supervisor." The Business Manager serves as the "administrative chief' of the service. You duties may include but are not limited: Responsible for administrative activities related to manpower utilization, position management, space management equipment utilization, budget planning and implementation, operational programming, policy making, management studies, cost-effectiveness studies, analytical studies, and coordination of activities with other VA and non-VA activities. Identifies, investigates, analyzes and makes recommendations for solutions to problems; implements solutions; identifies the need for further studies or action to resolve patient care or unresolved administrative problems; and briefs chiefs of aciton taken. Deals directly with service chiefs or other designated authorities in these matters. Performs a wide range of administrative and analytical duties in the formulation, presentation and execution of the administrative and management portion of the medical center's resources allocations to Mental Health and Psychology Services. Manages significant resources including equipment, supplies, personnel, space and budget expenditures. Coordinates the completion of a tremendous volume of required Veterans Integrated Service Network (VISN, VA Central Office, and local action items and various recurring and non-recurring reports. Determines what is required from VA mandates/regulations, local memoranda, and consultation with VA administrative and medical staff. Work Schedule: Monday-Friday 7:30am- 4:00om or 8:00 am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework on AD-HOC basis. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: plan, schedule, and carry out the administrative and management functions, computer skills, communication and clerical skills. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years (36 semester hours) of graduate education may be used to qualify applicants for the GS-11 level. E.g., 2.5 years of progressive graduate education leading to a doctoral degree (45 semester hours) would meet 50% of the requirement at this grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) . Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is most often performed in an office setting, although the incumbent may be required to stand and walk for prolonged periods of time. There is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue.
