About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS grade 12 Step 1 to the highest equivalent GS 13 grade step 10 in the broadband.
Duties
Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major weapon systems.
Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned very complex systems.
Helps establish, plan for and in support of acquisition reform serve on Source Selection Evaluation Board (SSEB) to analyze proposals to ensure conformance with PM’s initial weapon systems acquisition requirements.
Respond to a wide variety of inquiries, including formal protests and congressional inquiries.
Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Statement- OGE 450 required upon entering the position and annually thereafter.
- Acquisition Certification Foundational (formerly level I) in Contracting Certification
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Providing recommendations on contracting approaches for long term acquisitions of major weapons systems; 2) Maintaining internal control to advise Senior Officials on matters related to the procurement and contracting process; and, 3) Utilizing Acquisition Regulations such as the Federal Acquisition Regulations (FAR) to plan and manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-11).
